On 28 feb. 2022 in all of Newfoundland and Labrador [NL] all businesses except buffet-only restaurants are open, but with many types at reduced capacity. Since "October 22, 2021, you must be fully vaccinated or have an approved medical exemption in order to access” some businesses including "Indoor gyms and fitness facilities, yoga studios, and dance studios ...Indoor entertainment facilities ...Bars and lounges; Restaurants (indoor seated dining only) ...Cinemas ...Bingo halls; Personal service establishments”. And: "Employees, volunteers, contractors, vendors or suppliers of the businesses, organizations or activities where [there must be] proof of vaccination [, since] December 17, 2021 ...[must] be fully vaccinated”. "2 = Require closing some sectors” fits current conditions for unvaccinated NLers. "1” fits current conditions for vaccinated NLers.
