Documentation on the Gov Canada website continues to suggest that the border is essentially closed to all travellers who do not have permission to enter, or are returning Nationals. So I have coded this as a 4 still. There are only 4 Canadian airports that will receive international flights, and all international travellers will be required to isolate on arrival for 3 days at an approved hotel while they await results of a molecular test (PCR). https://archive.vn/d4auL
