For years, Russian billionaires in the Western press were deemed "oligarchs" and American billionaires
were called "billionaires". Lately, though, the media has noticed Mr. Trumpf and his Second Reich,
and started to refer to the American hyper-rich as "oligarchs" and the USA as an "oligarchy". So, I wondered
